It is actually pretty simple and is based on how many profile hits you have on your individual profile page. Hits are counted anytime someone goes to your page. It does not matter if it is a gloom member or a visitor, you get one hit per day. Remember visiting your own page does not give you hits.
Here is a couple of ways to instantly bump up your hits and help you to your way as Glooms Most Popular.
1) Myspace - Send out a bulletin to all your friends and tell them to check out your Gloom Profile page. Make sure you use an html link to your profile. You profile url looks something like this
http://www.gloommagazine.com/brianpatrickwade . URL names are always lowercase and if your username has a space in it like this (Kelly Lee) then it will look like this
http://www.gloommagazine.com/kelly-lee.
If I was writing an HTML link for Alexander Grim it would look like this:

2) If you are a model or a photographer looking for someone to work with. Then craigslist
http://www.craigslist.org/ works great, but be aware there are a lot of weirdoes out there. I use craiglist all the time but I make sure to not leave an email address and just a link to my gloom profile page. I do this to filter out people that are just looking for a free photoshoot and have no interest in Gloom, because they are no interest to me. Meaning if someone really wants to work with me they will take the time to check out my profile and sign up an FREE account so they can contact me.
3) Last there are tons of ways to get people to check out your Gloom Profile. You can use other networking websites, you can email all your friends, you can get active in the community forums, and last just using the Gloom Website to interact with other members will rack up your hits.
Why are hits so important? Well if you haven't noticed all networking websites use profile hits to track site usage. It may sound superficial but we all love knowing how may people have checked us out

Basically once your in the top 20 of Glooms Most Popular you are going to stay there. Because new people are always going to think your special and check your profile out, and that right there creates hits.
Right now is the time to get yourself up there because the site is still small and growing rapidly. The way the site is growing right now it is about doubling each month.
